Walls are an issue, but that doesn't stop the massive horde of cavalry sweeping the map and pillaging everything.

You will be able to 1 turn horses fairly early, chopping is by no means essential, and with your economy you will actually be able to afford having massive armies and also to upgrade them. If you really want a strong mid/late game you can kind of sacrifice the early game horse domination plan (though you can still get away with it) and instead set up a strong base with commercials/encampments. I've not really seen anything about late to mid-game Scythia so here's my 2 cents.
